Breast weight and encumbrance:
Large breasts are cumbersome and can impact ones ability to move and act. To counteract this there are three primary ways of alleviating encumbrance from breasts, carts, bras, and magic.

Bra
Bras are a worn garment and may or may not take up an item slot (depending on the bra). While warn it adds its support weight to the wearer. If the weight of a characters breasts exceeds the bras carrying limit role a stress check to determine if it breaks or not. The DC of the check is equal to 15 plus 1 for every 5lbs of breast weight beyond the bras limit. Make this check every two rounds. If the weight exceeds 100lbs or more of the support weight, the bra will automatically break and no longer grant support.

Cart
The cart is a piece of equipment that acts as an independent support. While used, the carts support weight is used in place of the characters natural support weight. If the weight of a character's breasts exceeds that of the carts, role a stress test to determine if it breaks. The DC of this check is the same as above though its plus 1 for every 10lbs of weight beyond its limit. A character can alleviate some of the weight put on the cart with their own natural support weight, but when doing this they receive a -4 to reflex and move 5ft less than normal.

Burdensome Bosom
  If a characters breast size and weight is too great, then it may become a burden and negatively affect them. When their combined breast weight exceeds Half of what is their Light load, than that weight is added to their effective carried weight of their inventory and have Bosom Burden. Weight that is used to determine this condition is any weight left over from that characters 'Support Weight'. Characters with bosom burden receive a -1 to physical skills (like armor skill check penalty) and lose 5ft from movement speed. This condition can only be alleviated with proper support (from bra, breast cart, magic, natural body support.

Cart Proficiency
Likely due to your prodigious chest size you have been forced to use a breast cart in order to remain mobile. While those who must use carts do get acclimated to the lifestyle, you have gone farther with your understanding of how to maneuver with it, so much so that it is truly second nature to you. You are proficient with using your breast cart and no longer suffer the -2 penalty when using your cart to make attacks (charge, overrun, bullrush). In addition you may use your cart as a mount, assuming it is built to be used as such but at a -4 penalty to all actions from mount.

Equipment

Bra
   These bras are not your ordinary undergarment. These are made to help support breasts of exceptionally large size. Bras are worn under clothes and armor(usually), so they do not take up a magical item slot unless they have been enchanted. An appropriately fitted bra will alleviate the stat and skill penalties from Burdensome Bosom. If the characters weight exceeds that of the bra's carrying weight it runs the risk of breaking, which results in a loss of its benefits.
Their cost is determined by the max they can support.
   Cost (average): 1/2lb per 1s.
Additionally bras made from different materials or construction methods may possess additional traits.

Breast Cart
    A specialized cart found in any area in which the considerably well endowed reside. They range from simplistic to elaborate, but always sturdy owing to the necessity of shouldering the weight of the massive mammaries. Most of these carts incorporate a 4 wheeled design though other configurations do exist.

Wheeled Cart
Wheeled carts come in two types, Simple and Elegant. Both these carts are subject to the following rules:
+Over-rides natural breast carrying weight and is used in its place.
+A cart can be moved at the same speed as the user.
-It can not pass through difficult terrain.
-If you performed a run or double move than you receive a -2 to reflex until the beginning of the next turn.
-Moving up or down inclined surfaces consume a extra 5ft.

*Simple cart
A type of breast cart that is made for the commoners, simple souls, and those with little money. They are commonly made of wood with varying amounts of metal reinforcement. As these carts are designed with only function and affordability in mind, they have very little room for customization and are not very interesting to look at. Simple carts can have a total of three modifications.

*Elegant cart:
A type of breast cart that is made for the likes of nobility, the rich, and well off adventurers. They are made from more exotic materials like rare woods and/or metals, and have intricate designs inlaid in them. As they are made for more well off individuals they have more room for customization. Elegant carts can have a total of six modifications, receives a +2 to total hardness, and +2 to social related skill checks.

*War Cart:
When an overly endowed individual seeks to wade into combat, she will need a cart far beyond the norm, hence the creation of the war cart. War cart construction is vastly different from normal carts as they use harder woods and rigid structuring methods. Both Simple and Elegant carts can be made into war carts.
A war cart has a +2 to total hardness, grants a +2 to AC when charging or bull-rushing, +2 to damage for charge attacks made with it.


Simple Cart cost: 50lbs per 3g
Elegant Cart cost: 50lbs per 5g
War Cart cost: +50gp per 100 lbs


Spider Cart:
This special cart gains its name for obvious reasons, that being its utilization of spider like legs. Through either magic or engineering ingenuity, the legs always move in sequence with the users ensuring that they never interfere with movement. These are commonly owned by wealthy individuals that possess prodigious chests but wish to maintain an active lifestyle, or simply show off their wealth.

Spider cart cost: 50 lbs per 10g

Characters using the Spider cart are subject to the following rules:
+The cart Over-rides your natural breast carrying weight and is used in its place.
+You can move through difficult terrain as if you weren't using a cart.
+The cart has its own movement speed
-users max movement speed is limited to that of the cart.
-On a critical hit the cart will become badly damage and can only move at half speed until repaired

Cart options

*Liquid channels: Rather than letting milk spray out onto the ground or back into the cart, the milk channel allows you to drain your milk into a container beneath your breasts with no effort. As a minor action you can open these channels and milk yourself as normal. All milk released in this way is placed inside the chosen container. It can hold as much as the container used. Replacing the container is a standard action.
Cost: 150g

*Extra compartment: When you have a lot to carry, its best to keep the important stuff close at hand. This modification adds a compartment to the base structure. The compartment can hold up to a quarter of the carts max weight. You can have a max of 4 of these compartments. Retrieving an item from these compartments is a standard action.
Cost:100 per compartment

*Suspension System: By adding a stronger suspension to the frame, more durable wheels, and other structural modifications, the cart gains sufficient ability to allow its user to cross rough terrain as they would normally.
Note: can not be used with Spider or Magical Carts.
Cost: 150G for every 100lb


*Magical Helping Hands: A small magical device is implanted into your cart which can cast and sustain a pair of magical arms. When activated, treat it like the Mages Hand spell. However the hand is visible, and can not go more than 5 feet away from the cart.  Some times the device can create 2 of these hands. Treat them as if you were the caster.
Cost: 900g for a single hand, 1200g for two hands.

*Self-Powered: Recent developments in technology from the mechanically inclined has resulted in a steam powered engine that can be used for locomotion. These engines possess sufficient power to move  massive breasts at moderate speeds. This mod gives the cart a independent move speed of 20ft and allows the cart to be used as a mount if the character has the Breast Cart Proficiency Feat. Traveling up or down inclines greater than 5ft no longer expends an extra 5ft.  
Note: can not be used with Spider or Magical Carts.
Cost: 3000g

*EZ-Loader: When an overly endowed woman becomes too much so to the point loading and unloading her breasts from her cart is almost impossible, she must rely on others to do it for her. Alternatively she can used the EZ-Loader. This modification uses a series of concealed springs and pulleys to lift breasts in and out of the cart. Loading or unloading breasts from the cart is a standard action.
Note: normally To load or unload breast from a breast cart requires a full round action.)
Cost: 500g
I thought I would finally put up a small collection of stuff from my slowly growing BE D&D compendium that is all related to the breast cart. While this is not all of it, it is all that I had finished and relevant to usage.

There is more to come at a later date.

The rules mentioned in the beginning are the ones I would use and are not by any means official.

Update(1/6/13) After talking to someone about weights, I realized that I hadn't posted some rules that I was going to. So here they are, Bras and Burdens.
